It’s likely that Sept is another test balloon; How quickly they implement some form of mandatory public vaccination will depend upon. They see “how much of the public is awake”, and resists. They are also implementing mandatory pieces slowly. I suspect they will launch a much more robust enforcement towards the very end of Sept or October. There is likely to be some other event which may give them the necessary justification.
